JOB SUMMARY

Responsible for leading and managing the full spectrum of Human Resources functions across the golf club, including talent acquisition, learning and development, employee relations, industrial relations, performance management, compensation and benefits, HR operations, compliance, workforce planning, and organizational development. The Human Resources Manager partners closely with department heads to build a high-performing workforce, foster a positive organizational culture, and ensure HR practices support the club's operational excellence, member satisfaction, and long-term business objectives.




MAIN RESPONSIBILITIES




Recruitment and Staffing
  • Lead the end-to-end recruitment process for all positions across the golf club, ensuring timely, effective, and quality hiring.
  • Partner with department heads to identify manpower requirements and develop workforce planning strategies aligned with operational needs.
  • Conduct interviews, reference checks, salary recommendations, and hiring decisions in accordance with company policies.
  • Develop employer branding initiatives and establish relationships with universities, hospitality institutions, sports academies, and recruitment partners.
  • Oversee onboarding and orientation programs to ensure new employees are effectively integrated into the organization.
  • Build and maintain talent pipelines to support future workforce requirements.



Employee Relations
  • Lead employee relations initiatives by managing grievances, disciplinary cases, investigations, counselling, and conflict resolution while ensuring fairness and legal compliance.
  • Foster a positive, inclusive, and service-oriented work culture that supports collaboration and employee well-being.
  • Organize employee engagement activities, appreciation programs, wellness initiatives, and internal communication events.
  • Conduct employee engagement and satisfaction surveys and implement improvement action plans.
  • Promote open communication between management and employees to strengthen organizational culture.



Learning & Organizational Development
  • Identify organizational training needs and develop annual learning and development plans.
  • Coordinate leadership development, technical training, service excellence programs, compliance training, and mandatory certifications.
  • Evaluate training effectiveness and recommend continuous improvement initiatives.
  • Support succession planning and career development across departments.



HR Operations
  • Implement and continuously improve HR policies, SOPs, and operational procedures.
  • Oversee HR administration, employee documentation, employment contracts, promotions, transfers, contract renewals, and employee separations.
  • Ensure employee files and HR records remain complete, confidential, accurate, and legally compliant.
  • Manage HR Information Systems (HRIS), attendance systems, leave administration, and employee databases.
  • Coordinate with Payroll and Finance to ensure timely and accurate payroll processing, benefits administration, overtime, and statutory reporting.



Compensation and Benefits
  • Manage compensation and benefits administration, ensuring competitive, equitable, and compliant practices.
  • Conduct salary benchmarking and market analysis to support compensation strategies.
  • Oversee payroll coordination, employee insurance, BPJS administration, and employee benefit programs.
  • Monitor salary adjustments, promotions, incentive programs, and annual salary review processes.



Compliance and Governance
  • Ensure compliance with Indonesian labour regulations, company policies, internal controls, and audit requirements.
  • Prepare labour-related reports, government submissions, and statutory documentation.
  • Maintain updated HR policies and ensure consistent implementation across all departments.
  • Monitor regulatory developments and recommend policy improvements where necessary.



Licenses & Regulatory Administration
  • Coordinate the administration and renewal of employment-related registrations, manpower reporting, company permits, and other HR-related regulatory requirements.
  • Liaise with government agencies, labour offices, BPJS, and relevant authorities to ensure full regulatory compliance.
  • Support operational departments in maintaining workforce compliance related to certifications and licensing requirements where applicable.



Industrial Relations
  • Develop and implement industrial relations strategies that promote harmonious employer-employee relationships.
  • Advise management on labour law compliance, disciplinary procedures, and employee relations matters.
  • Lead negotiations with employee representatives or labour unions when applicable.
  • Represent the organization during labour inspections, mediations, or dispute resolution proceedings.
  • Ensure compliance with Collective Labour Agreements (PKB) or Company Regulations (PP) where applicable.






Others
  • Achieve monthly and annual Key Performance Indicators (KPIs) related to recruitment, employee engagement, retention, compliance, workforce productivity, and HR operational excellence.
  • Lead or participate in strategic HR projects and organizational transformation initiatives.
  • Support cross-functional business initiatives that contribute to operational excellence.
  • Accept temporary or permanent assignments within other business units or golf properties as required by organizational needs.
  • Perform other duties and responsibilities assigned by Management that support organizational objectives.



DNA (Qualifications)
  • Bachelor's Degree in Human Resources, Psychology, Business Administration, Law, Hospitality Management, or a related discipline.
  • Minimum 5 years of progressive Human Resources experience, with at least 2 years in a managerial position, preferably within the golf club, country club, hospitality, leisure, sports, recreation, or integrated lifestyle industry.
  • Strong knowledge of Indonesian labour laws, industrial relations, compensation and benefits, manpower planning, disciplinary procedures, and HR compliance.
  • Proven experience managing full-cycle recruitment, workforce planning, succession planning, and organizational development.
  • Demonstrated leadership capability with strong coaching, communication, negotiation, and stakeholder management skills.
  • Experienced in handling employee relations, conflict resolution, disciplinary cases, and industrial relations with professionalism and confidentiality.
  • Proficient in HRIS, payroll systems, attendance management, Microsoft Office, and HR analytics/reporting tools.
  • Strong analytical and problem-solving skills with the ability to translate HR data into business insights.
  • High level of integrity, professionalism, adaptability, and the ability to work effectively in a dynamic, member-focused golf club environment.
  • Passionate about developing people, building organizational culture, and driving continuous improvement to support business performance.
