Description
GENERAL PURPOSE:
The Parks Superintendent performs responsible work supervising the operations of and coordination, planning, and execution of maintenance functions and related work for a specific division as required for the City's Parks and Recreation Department. This position includes planning, organizing, and directing of comprehensive maintenance programs, the training of subordinates, and equipment repair. This work is performed under general supervision - the incumbent normally receives little instruction on routine work and general instruction on new projects and assignments; work is reviewed periodically with primary feedback given with final results. Work is reviewed through observation, conferences, and results achieved.

Examples of Duties
ESSENTIAL FUNCTIONS:

Plan, schedule, and direct work crews in maintaining city properties, facilities, playgrounds, parks, and rights of ways.
Prepare cost estimates of labor, tools, and materials needed for projects. Provide recommendations on procurement of supplies and materials.
Supervise and train parks maintenance, irrigation, events, and/or landscaping crews. Prepare and deliver annual employee performance appraisals.
Maintain accurate records on equipment, supplies, daily work logs, contractors, and projects.
Assist Parks and Recreation Management in preparing division budget and maintaining costs within budget.
Provide safety training and ensure safety rules and regulations are strictly observed and enforced.
Perform other work as assigned.
KNOWLEDGE, SKILLS, AND ABILITIES:
Working knowledge of techniques and procedures used in municipal operations, maintenance, and repair.
Working knowledge of occupational hazards, safety rules, and practices and the ability to transmit such knowledge to subordinates.
Skill in the operation of modern office equipment, computers, and software, including Microsoft Office applications (Word, Excel, PowerPoint, etc.).
Ability to maintain focus and flexibility with frequent interruptions; ability to follow up and monitor status of ongoing projects.
Ability to complete tasks in a timely manner, multi-task, organize work load, meet deadlines, follow-up and take tasks to completion.
Ability to make critical and difficult decisions with some direction that conform to the policies and procedures of the City and the Department.
Ability to establish and maintain effective relationships with employees, supervisors, city officials, and the general public.
Ability to communicate information tactfully and impartially, both in person and in writing with all staff, city officials, and the general public.
Ability to demonstrate proficiency in the City of Winter Park Core Competencies.
Ability to understand and follow oral and written instructions and keep accurate records.
This position is performed with working knowledge - the incumbent has ability to recall and apply important and commonly-used information from relevant source documents or information in a particular subject field.
Parks Superintendent - Urban Forestry
Working knowledge of Florida Grades & Standards for Nursery Plants.

Proficient in the use of GIS-based tree inventory, analysis and work order systems.

Effective conflict negotiator.
Strong writing and communication skills. This includes the ability to assist in the development and writing of an urban forest management plan, making changes to ordinances and communicating on important topics with administrators, policy-makers and other stakeholders.

Ability to understand and implement the code of ordinances.

Ability to read building and landscape plans.

Ability to oversee tree work and tree planting contractors including issuing work orders, in-field guidance and QAQC.

Ability to oversee the City's utility vegetation management program. This includes a working knowledge of electrical systems, ISA Best Management Practices, the National Arbor Day Foundation's Standards for Line Clearance and ANSI A300 Standards for Tree Trimming.

Typical Qualifications
MINIMUM QUALIFICATIONS:
High School Diploma or equivalent, supplemented by a minimum of five years of experience in parks maintenance, construction, or a related field.
An equivalent combination of education, training and experience, which provide the necessary knowledge, skills and abilities and other competencies required for the position may be considered.
Parks Superintendent - Urban Forestry
ISA Certified Arborist with a Bachelor's Degree in Forestry, Urban Forestry, Natural Resource Management or a related field supplemented by a minimum of three years' experience in urban forestry of which one year must have been at a supervisory level.
CERTIFICATIONS, TRAINING, SPECIAL REQUIREMENTS:
Possess and maintain a valid State of Florida Driver's License, Class E or higher.
Possess and maintain a valid State of Florida Pesticide Applicator certification license.
Parks Superintendent - Urban Forestry
ISA Qualified Tree Risk Assessor or ability to earn qualification within first year of employment.
ISA Utility Specialist/ISA Municipal Specialist preferred.

Note: All certifications must be current at the time of application and must be maintained as a condition of continued employment.

OTHER REQUIREMENTS:
Physical
This is heavy work requiring the exertion of 100 pounds of force occasionally, up to 50 pounds of force frequently, and up to 20 pounds of force repetitively to move objects; work requires climbing, stooping, kneeling, crouching, reaching, standing, walking, pushing, pulling, lifting, and grasping.
Ability to ascend/descend stairs, scaffolds, and ladders.
Ability to traverse about a variety of environments and obstacles throughout the city, with or without reasonable accommodation.
Ability to position oneself to work in confined or difficult to reach spaces.
Ability to manipulate objects, demonstrate small, precise movements, and operate necessary equipment such as small hand and power tools repetitively or continuously.
Environmental
Tasks may require frequent exposure to adverse environmental conditions including inclement weather, sun, extreme temperatures, odors, dirt and dust, loud noises, and hazardous chemicals, etc.
Sensory
Tasks require the manipulation of objects and demonstration of small, precise movements, the ability to detect and distinguish various features of one's surroundings, and the ability to effectively communicate and exchange information with others.
